The surge lasted for the duration of Harbor's ult, which is 9 seconds. This was a constant bug that caused noticeable frustration for all players, even those with animal builds. Luckily, Riot quickly noticed this and is working on a fix. However, to do this, Harbor will have to go to the workshop, which means that he can no longer play.

“Harbor's finite capability creates unintended latency spikes in some cases. For now, we are disabling the agent in the competitors' queue. Stay tuned", - said the developer.

It is yet to be determined when Harbor will return to the queue, but this should take at most a few days. It was expected that the agent's recent buffs would finally make it a meta ability in Valorant. Those eager to play buffed Harbor will have to wait to dominate competitive Valorant with double cascades and Reckoning that doesn't ping stun.
