Hangar, Tower

Quest “Exotic Cipher”

In addition to various exotic items, the quest “Exotic Cipher” is sold in Xur. This quest is called "Xenological Exotic Cipher" and is actually a bounty where you have to complete some strikes or gambits or something similar.
